Yes. Decimals are supported, for example 0.5 or -1.25 seconds, so you can fine-tune the timing precisely.
Does it work with both SRT and VTT?
Yes. The tool detects the timestamp format and preserves it, so SRT stays SRT and VTT stays VTT after shifting.
